Why Rigging was Succsssful ?

  • Lack of awareness among the majority of Registered Veterinary Practitioners in India about the VCI Election schedule & procedure
  • Non-updation of postal addresses of Electors by VCI in the name of Rule 7 of IVC Rules, 1985
  • Non-implementation of Section 28 of IVC Act, 1984 by the VCI & Central Government before publishing the final Electoral Roll
  • Non-availability of specimen signatures of electors with VCI
  • All the information required to fill the Declaration Form except the signature of the elector, provided on the outer cover of the Ballot Paper by the Returning Officer
  • No other option was mentioned in the IVC Rules,1985 except the ‘signature of the elector’ on the Declaration Form, in establishing the identity of the elector
  • No bar code/code number on the Ballot paper to avoid colour xeroxed Ballot Papers
  • No accountability for the undelivered/returned Ballot Paper covers at the Returning Officer’s end
  • In-action of the concerned authorities of DAHDF,GOI, Krishi Bhavan, New Delhi on the representations
  • No initiation from DAHDF, GOI in bringing amendments to the IVC Rules, 1985
